Who is responsible for crossing lights?

The pedestrian crossing lights on Broadway at France/Andrieux crossing, have been out of order for many months and now the pedestrian lights at Patton are also out of order. Broadway is busy at all hours and the street is wide, so crossing is dangerous. My grandchildren have been taught to dismount bikes, press the button and wait to cross, but now the lights do not work. Even when the lights are working they are not totally effective.

Perhaps standing flashing lights, such as those just installed at Fifth Street West by Safeway, would be more effective at these busy crossings. Do we have to wait until an accident happens before anything is done?

By the way, who is responsible for fixing these lights?

    The crosswalks at W5th on the bike path and W5th x Studley have also had numerous problems that took a long time to fix. The lighted crosswalks are a good idea but they seem problematic. Drivers who refuse to slow down and pay attention are a real problem.
