Regulating groundwater?

Editor, Index-Tribune:

Vineyard usage of groundwater and the drought should be wake up calls by now.

When will the Board of Supervisors put a moratorium on vineyard development in Sonoma County?

When will the state put into place rules and regulations for groundwater usage?

California is one of two states (New York is the other) that does not regulate use of groundwater.
