Police blotter: Nov. 24

A Bolinas man was arrested on charges of looting during the wildfires on Oct. 20, and has been extradited to Texas on a felony warrant.

On Oct. 19, Jeffrey D. Hall, 54, of Bolinas, was seen on a surveillance video at a residence on Norrbom Road, reportedly looting the residence. Witnesses reported the incident and Hall, who had been camping illegally in the Mission Highlands, was stopped by an Alameda County deputy on Oct. 20, at about 8:30 p.m.

The deputy discovered that Hall had a no-bail felony warrant from Texas. During a search of Hall's vehicle, deputies found various items that didn't belong to him. Among the items that deputies found included an orange PIO vest and a wallet with multiple credit cards that belonged to an elderly man from Bolinas who had reported his wallet had been stolen.

Hall was arrested on the felony warrant from Texas. He was also arrested on charges of elder abuse, possession of stolen property and looting. Hall was booked into Sonoma County Jail and later extradited to Texas. He'll be returned to California after Texas authorities deal with him.

Monday, Oct. 23:

11:40 p.m. – While on patrol in the 19000 block of Highway 12, a deputy pulled over a vehicle for an equipment violation. The deputy recognized the driver from previous contacts. The driver exhibited signs of drug use, and after an evaluation, he admitted to using drugs. After the motorist was arrested, the deputy searched the car and found in the driver's side door, a plastic bag containing two other small bags of what appeared to the deputy to be methamphetamine. Richie A. Joseph, 51, of Sonoma, was arrested on charges of felony possession of a controlled substance and being under the influence of a controlled substance. Joseph was transported to jail.

Tuesday, Oct. 24:

9:50 p.m. – A deputy pulled over a motorist on Highway 12 at Calle del Monte on a moving violation and an equipment violation. The driver admitted that he was unlicensed. While talking to the driver, the deputy noticed an open beer and a pocket knife in the seat console next to the passenger. The driver agreed to a search of the truck, and deputies found a small bag containing a crystalline substance in the bed of the truck on the passenger's side. The driver denied the bag was his. The passenger admitted to using drugs two days earlier, but later admitted the bag was his. Eldir Lucas, 38, of Boyes Hot Springs, was arrested on charges of felony carrying a concealed dirk or dagger, carrying an illegal knife, possession of a controlled substance and being under the influence of a controlled substance and was transported to jail. The driver wasn't charged and was allowed to go home.

Wednesday, Oct. 25:

4:50 a.m. – A deputy on patrol on Stage Gulch Road near the dump, pulled over a vehicle for an expired registration. The deputy recognized the passenger as a probationer. The driver admitted that his license was suspended and both the driver and passenger were on probation and had numerous arrests on drug-related charges. Since the driver showed signs of intoxication and the probation terms for both men included search-and-seizure provisions, the deputy searched the vehicle.

The deputy found a plastic bag containing methamphetamine on the passenger's seat, and found a black lock-box in the wheel well. Neither man admitted ownership of the box, and neither knew how it got there. The driver's story changed and admitted that prints on the box could be his.

When the deputy opened the box, he found a black revolver with five rounds of .22-caliber ammunition. The driver denied it was his, and said he had traded a quarter-ounce of meth for the gun.

The deputy arrested Ulises Rodriguez-Garcia, 38, of Santa Rosa, on charges of felony addict in possession of a firearm, felony under the influence of a controlled substance while armed, being under the influence of a controlled substance, carrying a concealed weapon in a vehicle, two probation violations and license suspended or revoked. He was transported to jail.

9:10 a.m. – A resident in the 19000 block of Junipero Serra reported that sometime overnight, an unknown person or persons stole tools from the unlocked tool box in his truck.

Friday, Oct. 27:

7:10 p.m. – While on patrol in the 18600 block of Highway 12, a deputy saw a motorist driving erratically and pulled the vehicle over. The driver told the deputy that he was lost and didn't have any ID on him, but he did give the deputy a name and a birthdate. But there was no match on the information. The motorist gave a different birthdate, and it came back as a valid driver's license for a man in Hayward. During a search of the car, the deputy found some methamphetamine.

The motorist eventually admitted he was lying, that his license had expired and that the name he used was his boyfriend's. The motorist, a Hayward resident, 50, was arrested on charges of felony impersonating a person making them liable, possession of a controlled substance and being unlicensed and was transported to jail.

Sunday, Oct. 29:

10 p.m. – Deputies were sent to the 400 block of West Napa Street for a report of a heavily intoxicated male trying to ride a bicycle. The deputies found that the bicyclist was wanted on a parole warrant. So they arrested Richard Thomasson, 50, of Sonoma, on charges of a felony parole warrant and public intoxication. During the processing at the county jail, corrections officers found a small plastic bag containing methamphetamine and added an additional charge of felony bringing a controlled substance into a jail. He is currently being held in the county jail.

Tuesday, Oct. 31:

6 p.m. – Deputies responded to a civil disturbance in the 300 block of El Castillo Vista where they arrested a 55-year-old female on charges of misusing the 911 system.

Wednesday, Nov. 1:

7:23 a.m. – A resident in the 100 block of Serres Avenue reported that his car had been burglarized overnight. The thief took a tool box, among other items. The loss was set at $2,070.

Friday, Nov. 3:

2:25 p.m. – A resident in the 15000 block of Highway 12, reported a burglary during the recent fires. The burglary occurred sometime between Oct. 9 and Oct. 20. The thief or thieves took six rifles, a revolver and miscellaneous camping equipment. The residence was left unlocked and the owner didn't have the serial numbers of the weapons.
