Unleashed dogs and driving 55

This is addressed to good dog owners – I know you exist. You are the ones who will leash your dog when you’re supposed to, even when no one is watching.
You are the ones who will scoop the poop, even when no one is watching.
But you have to be realistic and realize, you are as rare as car drivers who will not go faster than 55 mph on the freeway.
To promise that your fellow dog owners will leash their dogs is as likely as you getting your friends to never drive over 55 mph, just because you ask them.
I have hiked Sonoma parks for more than 25 years and, sad to say, encountered unleashed dogs on every single hike, even in parks that were off-limit to dogs!
Dogs bark and chase stuff. People will break the law.

Unleashed dogs are often picked up and held in confinement and unfortunately, too often, are put to death.
Juveniles commit serious crimes and are housed in detention centers, spoon fed and supposedly rehabilitated.
Why not change places and put the juveniles to sleep and give our dogs the recognition they deserve as man's best friend?
