Health clinic board majority Latino?

  Regarding the Feb. 8 article regarding problems with the Community Health Clinic, federal law requires that the board of directors for Community Health Clinics are supposed to be majority patients and reflect the diversity of the people they serve.

  I wonder if this would be happening if half the board was majority Latino?
