Tale of a stolen cap

I just returned home from a quick look at McCaulou's. I was near the door when a young boy left with a baseball cap upon his head with the white security tag still attached. Of course, the alarm sounded as he walked out of the doors.
I ran over to the sales woman and told her that the boy just stole a cap from the store and she nonchalantly told me, "We can't go after him."
I stood there with my jaw dropping. Is it really that easy to steal from McCaulou's? This just did not feel right to me at all.
I walked out and motioned to the boy to come to me. He came right away and took off the cap and apologized. I took the cap over to the sales woman, as I was cheered by customers witnessing, "Good For You!"
I left the store with disrespect and disbelief, and decided not to tell the boy's mom because maybe, slightly maybe, he didn't realize he left with the cap on and I knew his conscience was speaking to him.
