Solar power culpable parties?

I was astounded by the comment made by school board member Helen Marsh that, "We have obligations to every taxpayer in the district," to justify the installation of the solar panels.
What a remarkable inversion of the truth. Solar and wind energy are completely uncompetitive in the energy markets and exist solely because of major taxpayer subsidies. Every solar panel is therefore twice paid for by the taxpayers. Her remark is brazen and condescending.
The reason for the decision to secretly and hastily install the solar panels is more likely to be revealed by following the money trail laid down by the culpable parties.
