PG&E in Afghanistan?

For some time now we have watched our ever-popular utility company descending in several places into the depths of the southbound lane of Fifth Street at MacArthur - possibly seeking the answer to yet another electric or gaseous dilemma.

The last pavement puncture is right in the middle of the traffic lane and they dug it with great efficiency. The problem is that they haven't gotten the hang of refilling the hole up to the level of the previous smooth driving surface.

A few days after they finished the job, the asphalt turned into a pot hole resembling a road in Afghanistan. A small bump might be acceptable, but not one severe enough to change the station on your car radio.
